Enforcement Inspector Gagan Kumar has the habit of disregarding complaints by social and RTI Activists who are serving whistle blowers so that JMP-2032 can be implemented in letter and spirit. It is high time to hold Gagan Kumar responsible for unauthorized constructions in Channi Himmat area failing which he will damage Unified Building bye-laws 2021 to such an extent that there will be imbalanced concrete jungle in Channi Himmat area.

When the cat is away ,the mice must play is what prevails in Jammu Municipal Corporation and which is quite evident in the functioning of JMC enforcement staff within Municipal areas particularly in Channi Himmat Housing Board colony where Enforcement Inspector deputed in Channi Himmat area is acting as executive Commissioner as he has been heard that once the violated construction is brought into his kind notice then there is no need to fear from JMC authorities as he assures violators that once they made him satisfied with illegal gratification, no one can stop their violated construction unless the same is highlighted by print media making matter public and then forcing concerned JMC authorities to take action against violators.
To put the things in right perspective, the construction /renovation/altercation is going on at existing shop build way back in 1988 in mud brick walls on temple land near Vijay Di Hatti in Ward 51, Sector-4 adjoining with Jai Hind Tower Channi Himmat Housing Board colony measuring 600 Sqft without JMC permission under JMC Building Bye-laws 2021 by lifting lantern of existing shop and undergoing penetrating steel from ground floor roof to ahead towards construction of first and 2nd floors and also raising pillars inside existing shop to ensure strengthening ground floor so that further floors can be raised on the power of ground floor. It deserves mentioning here that this shop after construction didn’t operate since 1988 till date but as presently commercial shop of size in present case now running in crores, the owner purposefully started renovating shop by raising RCC pillars and also lifting existing lantern,the work of which is going on from last one week without JMC permission but with help of Enforcement Inspector Gagan Kumar openly. Further BPIA may declare the use of any building to be an unauthorized use if it is convinced that the building is unsafe for habitation or if its use poses a danger to public health or safety.Further JMC conveniently ignored Building Bye-laws 2021 wherein one need JMC permission where the whole or part of a building is demolished or altered or reconstructed, except where otherwise specifically stipulated, these Building Byelaws shall apply to the whole building whether existing or new and also where the use of a building is changed, except

In light of above JMC higher authorities should take serious cognizance of such developments wherein Enforcement Inspector Gagan Kumar acting as Super Cop and deliberately delaying reporting violations at the initial stage before higher authorities which has only encouraged violators to play with JMP-2032 and Unified Building Bye-laws 2021 resulting in boom in unauthorized constructions in Channi Himmat Zonal planned colony as the Enforcement Inspector has the habit of disregarding complaints by social and RTI Activists who are serving whistle blowers so that JMP-2032 can be implemented in letter and spirit.
