Both owners as per the guidance of Enforcement Inspector first of all raised height of fencing wall to 8 ft and then started construction with a aim to hide unauthorized construction and also to hoodwink general public about the ongoing construction making mockery of JMP-2032 and Unified Building Bye-laws 2021

It is now an established fact that Enforcement Inspector Ram Khajuria deputed in Wards-50 and 51 is self styled Commissioner JMC who is at liberty to take action against violators as per his sweet will and accordingly uses two colours that is both yellow and red as per his own convenience wherein he entered into handsome deals. Once he takes responsibility to support unauthorized constructions, then there is no need to contact higher-ups in JMC and absolutely no follow-up taken despite several written complaints by law abiding citizens in Channi Himmat Housing Board Zonal planned colony. As a result of which several complainants knocked door of fourth pillar of democracy but even then this Enforcement Inspector is hell-bent to take action on pick and choose basis bringing absolutely bad name to JMC.
To put things in right perspective, unauthorized commercial construction of ground floor going on from last ten days on existing shop under name and style, “ Choudhary Milk Products” towards front side and residential backside basically a temple land ( Private land) adjoining with Railway track near Jai Hind Tower measuring 1000 Sqft (4 Marlas) 35×20 Sqft acquired on the lease deed basis having Khasra No. 667-668 Min, Khewat No.25, Khata No.136 at old village Channi Himmat in Sector-4 Channi Himmat Housing Board Colony. It deserves mentioning here that this ongoing unauthorized construction hasn’t been approved by JMC but Enforcement Inspector Ram Khajuria is extending every possible help to continue this construction. Ironically, making mockery of JMC’s tall claims of zero tolerance towards unauthorized constructions, the work for first floor going on even today with impunity with the help of enforcement staff. Interestingly, despite bringing the same well in time in kind notice of team of Khilafwarzi officials surprisingly remained silent and did not take any action against violators.
Similarly under same Khasra No. No. 667-668 Min, Khewat No.25, Khata No.136 at old village Channi Himmat in Sector-4 Channi Himmat Housing Board Colony, a shopping complex construction after dismantling khokhas on RCC pillars measuring more than 4000 Sqft is going on without getting site plan approved from JMC and without maintaining mandatory setbacks with the help of Enforcement Inspector Ram Khajuria in front of State Bank of India and adjoining with National Hardware Store, The owner as per the guidance of Enforcement Inspector first of all raised height of fencing wall and then started construction from the last one week putting construction materials on road creating public nuisance . It deserves mentioning here that had the site plans approved by JMC, then ongoing commercial construction would have fetched worth lacs in exchequer of JDA for making land use change under Section 11A (2) of J&K Development Act,1970.
These unauthorized constructions in Channi Himmat area speaks volume about the level of corruption flourishing in JMC .It’s worth to mention here that JMC wastes no time in razing construction of common man to ground zero having no approach or affiliation with influential persons or JMC enforcement staff. There are also allegations that some Khilafwarzi officers are striking handsome deals with the violators for making land use change from residential to commercial. The modus operandi adopted is first they sealed building then after negotiations demolished its shutters to save the building from the curse of lifelong sealing and pave the smooth way for the violators to carry its commercial activity from inside. This is a unique kind of de-sealing coined by the JMC officials.
