Departmental Promotion Committee (Non Gazetted) of Govt Medical College and Associated Hospitals Jammu held on 15-3-2021 deliberately ignored Addendum to Govt order No.26-HME of 2006 dated 19-1-2006, it was made mandatory that 10+2 or above qualification with Diploma in line from recognized institution and also in another Govt Order No.445-HME of 2019 dated 24-4-2019, it was again made mandatory that 10+2 with Science or above with one year Diploma/Degree in EEG/EMG Course from any recognized institution. Therefore in the light of above how Sunil Dutt was promoted EEG Technician-II/EMG Technician-II/Operator in GMC& its Associated Hospitals Jammu on the basis of three month course that too from unrecognized institution when for promotion one year Diploma/Degree was mandatory.

Pankaj Sharma(ALC) s/o Ashok Kumar r/o Mankot, Poonch also promoted as EEG Technician under SRO-384 in a order issued vide No. 589/AHJ of 2020 dated 2-12-2020 on the basis of fake Diploma of EEG but his promotion order was cancelled vide Order No. 356/AHJ of 2021 dated 29-10-2021 which proves that he was promoted without going into the merit of promotion and necessary qualification.
Sunil Dutt along with Pankaj Sharma started handling costly machines without any knowledge and skills to operate these machines lacking requisite qualification as a result of which the machines they operated namely 64 Channel Video EEG each costing Rs 34,97,130 was spoiled by them due to no knowledge of operating this machine which is still lying defunct from Oct-2023. Sunil Dutt also spoiled another machine RMS Superspee EEG (Digital EEG System) 32 inch PC based worth Rs 250000 at SMGS Hospital Jammu
MTS/Class-IV employees promoted as Radio therapy Assistant/X-Ray Assistant/Junior X-Ray Assistant/Dark Room Assistant/CT Simulator technician in Govt Medical College and its associated hospitals in Jammu vide Order No. 120/AHJ/2024 dated 6-11-2024 continue to perform duties as class-IVth employees but drawing salary on promoted post which is highly questionable and put question mark over management of running hospital affairs.
According to sanction accorded to promotion of class-IV/MTS in a pay scale Rs 14800-47100 revised, (Pay level SL-1) to the post of Radio therapy Assistant/X-Ray Assistant/Junior X-Ray Assistant/Dark Room Assistant/CT Simulator technician in the pay scale of Rs 25500-81100 revised ( Pay level-4) against the available vacancy but promoted employees have been still offering their duties as class-1vth employees despite getting salaries on promoted post . According to promotion order, MTS/Class-IV employees promoted include Sunil Dutt at GMCH, Sushil Kumar against available vacancy at SMGSH, Ashish Kumar at GMCJ, Garu Ram at GMCJ, Ghar Singh at SMGSH and Mohd Latief against available vacancy at Psy Diseases Hospital Jammu.
It deserves mentioning here that Sunil Dutt is working in Neurology department at Super Speciality hospital but drawing salary from GMCH, Sushil Kumar working at GMCH but drawing salary from SMGSH, Ashish Kumar working at SMG Hospital drawing salary from GMCJ, Garu Ram working at CSSD, GMC Jammu but drawing salary from GMCJ, Ghar Singh working at CD Hospital but drawing salary from SMGSH and Mohd Latief working at psychiatric hospital as X-Ray Assistant but drawing salary from Psychiatric Disease hospital when there is no X-Ray machine installed at hospital since 2015
The fact of the matter is that though they have joined at their new assignments but still working at their previous assigned duties before promotion. The concerned DDO shall draw the salary from the respective place as per the vacancy as shown above. It seems that such promotions have been made for just salary benefits as without any relief to patients as after promotion they haven’t started work which they have been assigned after promotion and the posts against whom they have been promoted are yet to be occupied by them. Principal Medical College Jammu should immediately ask to promoted employees to join their new assignment henceforth in the larger interest of patients.
Worthwhile to mention here that Departmental Promotion Committee (Non Gazetted) of Govt Medical College and Associated Hospitals Jammu held on 15-3-2021 under the Chairmanship of Dr Shashi Sudhan Sharma then Principal GMC Jammu with Nagendra Singh Jamwal (KAS) then Administrator ,AHJ, Dr Manoj Kumar Chalotra then Medical Superintendent SMGSH Hospital, Mamta Devi (KAS) Personal Officer, AHJ AS Member Secretary and Pamposh Ganju then Under Secretary H&ME as representative from Administrative Department H&ME promoted Sunil Dutt from class-1vth employee to EEG Technician-II/EMG Technician-II/Operator in GMC& its Associated Hospitals Jammu when he didn’t have requisite qualification for promotion as he was promoted on the basis of three months course from Institute of Public Health and Hygiene, Mahipalpur , New Delhi after he was sent by Govt vide order No. 153-HME of 2018 dated 23-2-2018 which as per J&K Govt order No.828-HME of 2019 dated 18-9-2019 was not recognized after 2016. But it is highly surprising that despite knowing that this institute is not recognized since 2016, how Sunil Dutt was sent for three months course from that institution when it was not recognized.

It deserves mentioning here that earlier Sunil Dutt was promoted by then Principal GMC&H Dr Shashi Sudan Sharma vide Govt Order No. 68-AHJ of 2021 dated 27-4-2021 but when RTI application filed questioning Sunil Dutt promotion without requisite qualification, then Principal Dr Shashi Sudhan Sharma issued a corrigendum vide No. AHJ/2021/920-928 dated 6-5-2024 vide Administrative order No. dated 1-11-2021 wherein cancelling promotion order of Sunil Dutt Class-ivth as EEG Technician issued vide order No. 68/AHJ of 2021 dated 27-4-2021 issued under Endtt. No. AHJ/2021/676-684 dated 27-4-2021.Further shocking, then Administrator, AHJ Ashwani Kumar Khajuria(KAS) vide Govt Order No. 370/AHJ of 2021 dated 10-11-2021 transferred Sunil Dutt, Nursing Orderly claiming that he has undergone training in EEG vide Govt Order No. 153-HME of 2018 from GMCH to Department of Neurology, Super Specialty Hospital Jammu .

In the light of above, Hospital Administration should order high level enquiry into without merit promotion of class-IVth employees and letting them free to play with lives of patients and also causing loss to tax payers money to govt exchequer by allowing handling of costly machines to those having no knowledge and skills to operate them. These above mentioned class-IVth employees should be allowed to work where they deserve to be deputed based on their qualification. To stop this unhealthy practice, the machines spoiled by them and which are laying still defunct should be compensated from guilty employees as mentioned above to serve as deterrent for others so that no one in future can dare to offer services without requisite qualification.
