[ June 02, 2017 ] REASI, June 2: District Development Commissioner Ravinder Kumar today paid surprise visit in PHE Mechanical Sub-Division Reasi and found several employees absent from their duties. During inspection of office, only two daily wagers were found present who were just arrived in the office from field duties. The movement register of the office was maintained upto 30-04-2017 while as employee detail list and attendance register were found missing. Taking serious note of their negligence and sheer irresponsibility, one Junior Engineer was placed under suspension while three other working at Pouni, Katra and Salal were served show cause notice for not maintaining their duty roaster and movement register which is otherwise a necessary tool to trace their location of work. The suspended employee has been attached with the office of Executive Engineer PHE Civil for daily duty and office work till further order. The move was initiated by the DDC over pouring in of several complaints from the public side for not making available essential service of water supply in many areas during ongoing summer season and holy month of Ramzan. It is pertinent to mention here that one strong protest has already been lodged at Kasi Patta over the shortage of water wherein no engineer of PHE visited when other officers of administration rushed the spot to pacify the protestors. At Agarballian, also the water facility is hampering and people are suffering. Likewise, there is no such instance, that complaints against PHE department do not arise. Further, asking upon administrative control of PHE Mechanical sub-division with PHE Civil as decided by Minister of State for Finance and Planning Ajay Nanda in last meeting, it was found that no such process has been taken by the department to ease the functioning of mechanical wing of PHE. Later the DDC also visited office of Executive Engineer Civils where strict instructions were passed to the employees for remaining available in their jurisdiction and not leave their head quarters without proper permission besides maintaining their duty roasters and movements. The DDC has already passed instructions to the Tehsildars and SDMs of Katra, Dharmari and Mahore to initiate similar inspections to improve the functioning of PHE department so that general public do not suffer in peak summer season.
