ERA’s sewerage and drinking water pipeline work needs repairing at several places

[ July 04, 2017 ] Ill- conceived sewerage pipeline work being carried out in Jammu west assembly constituency despite objection from the local residents the work was guaranteed way back in 2014 and was supposed to be completed by 2016. Despite giving two extensions till May 2017 as per official records available with us nearly 50 per cent work is completed which is of sub-standard quality? Regarding sub-standard and ill-conceived project information was given to Divisional Commissioner, District Commissioner and Director ERA. The contract is being executed by sub-contractors and sub-contractors are claiming to be close to local MLA and that’s the cause of sub-standard work being executed by them. Before the work got commissioned and the work claimed to be completed in the month of April – May 2017. The work which was claimed to be completed were of sub-standard quality and the information of the same was given to local administration but reason best known to them and surprisingly the BJP and local leaders visiting development projects progress as notice in the paper but why they have kept their eyes closed about this important project and its failure forcing local residents living in hell like conditions. No, denying the facts administration and local leaders got way and means to suppress facts but they are forgetting finally truth prevails. The road constructed in the month of last week of June due to the use of sub-standard material and the manholes constructed on the same road remained overflowing for days and if it is not sub-standard and ill-conceived projects than, what else administration is waiting for? Number of streets where ERA’s sewerage and drinking water pipeline work claimed to be completed way back in 2016. Roads and streets either got badly damaged or left unfinished and in few cases concerned officials of ERA are stating that these works are to be completed from local MLA fund. The residents of Jammu west assembly making hue and cry those contractors sold cement which is also the one of the cause of the sub-standard work. The people trusted by Prime Minister Modi are working against the wishes of local people and their failure to check corruption in bringing bad name for BJP. Time for state administration to appoint a person with unblemished carrier to probe quantum of sub-standard work and fix accountability on those who allowed it to happened. It deserves mentioning here that Chief Minister Mehbooba Mufti had inaugurated a 30 million litres daily (MLD) sewage treatment plant (STP), one of the biggest such plants in J&K, at Bhagwati Nagar in Jammu on August 22 2016. The STP had been constructed by the Jammu and Kashmir Economic Reconstruction Agency (ERA) at a cost of Rs 30.82 crore. The project had been designed to cater to a population of 2.8 lakh of Jammu city with a capacity of 31,000 sewer connections. Work on the project was started by the ERA in June 2010 and completed within the stipulated time. STP had been designed to manage disposal of sewage in a scientific manner. The offered contract was designed in order to achieve the trouble free quality plant maintain by the technically qualified and experienced people in the specific field of the water treatment with periodic monitoring system. Besides it was mandatory to ensure longevity of components, trouble-free operations and lower downtime besides scheduled inspection & scheduled maintenance of the plant. As per contract, Plant Operation and Maintenance was to be provided by skilled and experienced team for operation and maintenance of the plants so that no difficulty occurs in installing and maintaining the plants. The project was started in 2008 and it was scheduled to be completed in February 2010, but due to different reasons and excuses given by the authorities the project had missed many deadlines. The project was divided into three parts — two were funded by Asian Development Bank and one by the state government. The Economic Reconstruction Agency was given the task to complete the project in the Jammu (West) area. However, the project in old city was being done by National Buildings and Construction Corporation (NBCC) Ltd.The sewerage project for Jammu (West) comprises of 26.53 km of trunk sewer line and 65.50 km of lateral sewer line, which are to be connected with household connections for disposal of entire sludge, bathroom waste, etc, to maintain proper sanitation of the city. The major components of the project include 27 MLD Sewage Treatment Plant at Bhagwati Nagar, trunk sewer line and lateral lines. According to official sources, all three parts of the project were given to one contractor who was doing it at a very slow speed. The department later terminated the contract of that contractor and re-tendered the work in Jammu (West), which was allotted to a new contractor, who has started the work from Sarwal Chowk. Officials informed that the earlier contractor had left many pipe links in the narrow lanes and localities and the new contractor has been directed to start with those which were left incomplete by the earlier contractor.
