[ July 13, 2017 ] JMC Enforcement Section blocked information asked through RTI application written on 24 May 2017. On June 21 Assistant Commissioner Vinakshi Koul informed the shopkeepers who have blocked complete footpath in front of their shops from City Chowk to JMC Headquarters information be provided by Enforcement Section. Throwing to winds all norms, Enforcement Section of JMC provided no information till day. A fact known to one and all that Enforcement Cell of JMC which is responsible to remove, seize and make footpaths walkable for pedestrians is unable to do the same in lieu of personal gains. This is the only reason Information seeker denied the requisite information. It is pertinent to mention here that High Court in OWP (PIL) No. 458/2003 dated 19-04-2017 directed Divisional Commissioners, VCs of both SDA and JDA, Municipal Commissioners, IGPs both Executive and traffic wings SSP Jammu/Srinagar shall take all the necessary steps required for making the roads available for the plying of vehicles only and remove the vendors from the road and foot path to ensure that no trade takes place on the roads and foot paths. How the administration is working in Jammu Division is evident from the fact that most of the main roads and foot paths of Jammu City have been completely encroached by shopkeepers and vendors including some unlicensed also. The civic body failure to maintain city neat and clean and also free from encroachers is both irritating and confusing. This is the main reason why flagship programmes like clean and green Jammu and Swacch Bharat Abhiyan failed to yield any fruitful results on the ground. This nexus between JMC Officials and shopkeepers for the mutual benefits of both has severely created nuisance for general public and painting Jammu city in bad taste in the eyes of thousands of visitors from across the country visiting Jammu for Mata Vaishno Devi and Shri Amarnath Ji pilgrimage besides honeymooners. The days of local administration are numbered before people force them to act or quit and on moral ground no responsible officer is supposed to be irresponsible.
