Former BDOs Block Kishtwar & others in Vigilance net

[ August 26, 2017 ] Jammu: Vigilance organization, Jammu (VOJ) today on 25-08-2017 booked S/Shri, Akther Qazi, Qazi Masood and Munawer Hussain then BDO’s Block Kishtwar, Irshad Ahmed Kichloo then VLW, Irshad Ahmed Mir and Mohd Sharief then GRS and Shri Vijay Kumar GDSMD/BPM Branch Post Office Thakari and others in fake accounts scam. On the basis of a verification a case under FIR No.32/2017 under section 5 (1) (d) (c) read with Section 5 (2) J&K Prevention of Corruption Act Svt. 2006 and Section 120-B, 467, 468 & 471 RPC in P/S VOJ into the allegations that one Abdul Samad S/o Mohd. Ramzan Bhat R/o Nagrana Keshwan and the officers/officials of Block Development Office, Kishtwar and employees of Post Office Thakrie, Kishtwar have committed large scale bungling since 2009. Besides, the above named person in league with the officers/officials of Block Development Office Kishtwar managed to open 21 fake accounts in the Post Office, Branch Thakrie without their knowledge and after opening these bank accounts the officials of BDO office Kishtwar prepared fake/fraudulent invoices and credited/deposited money in these accounts.On scrutiny of record collected from RDD office Kishtwar, it has been found that the execution of works viz construction of common path Nagrons Khowra, B/Path at Khowra, High School Keshwan, Khul at Yarsatar, construction of pond 02 No’s at Panthan, P/Path Hajjam Mohalla Top Panthan, L/Development at Khowara Negrana, Const. of L/Dev. at Rather Mohalla Nagrana and const. of Khul at Mallik Mohalla Nagrana under MGNREGA Scheme executed by the BDO Block Kishtwar during the financial year 2009-10, 2010-11 and 2011-12 in which all the alleged fake account holders have been shown to have worked as unskilled/skilled labourers in the above said works on their Job cards issued by the BDO Block, Kishtwar and payments made as per Muster Roll/invoices issued by BDO Block Kishtwar and subsequently payment/wages amounting to Rs.4,32,327/- were released in favour of these 21 alleged accounts holders which were opened at post office Thakeri and remained operational during the period w.e.f 08/2009 to 04/2012.Further on scrutiny of the original drawal forms the signatures put on the said forms as well as other related documents are apparently not matching. In this way then officers/officials of BDO Block Kishtwar in connivance with the employees of Post officer Thakarie and others misappropriated the huge amount meant for the disbursement among the genuine beneficiaries and thus caused loss to the state exchequer and conferred wrongful gain to themselves to the tune of Rs. 4,32,327/-.Investigation of the case has been taken up.
