Preliminary enquiry reports involvement of one Mohd Iqbal Zargar, the then Naib Tehsildar Chowadhi whose signature have been found to be attested both on the Dasti Khaka of Bhutto showing contiguous patch and the Tatima Sharja of these four vendors
Bhutto had purchased a contiguous patch of land measuring 4 Kanals falling under Khasra No, 658 of Village Chowadhi and fraudentualy managed permission for alienation of the same by giving power of Attorney to Tejpal Singh which was allegedly executed at Delhi, moreover same was not a registered document but only a notarized one
Then Revenue officials Tehsildar Mohd Imran Naik, Naib Tehsildar Mohd Iqbal Zargar, Girdawar Mohd Ashraf, Patwari Mohd Rashid Malik and Patwari Mohd Sayeed during whose tenure revenue documents proceeded should also be given exemplary punishment to check such a misuse of power

Additional Deputy Commissioner Jammu with powers of Collector Land Revenue Act Jammu Harvinder Singh taking serious cognizance of complaints with a request to set aside mutation impugned bearing No. bearing No.6814/J dated 18-3-2019 attested in favour of Supinder Kour w/o Tejpal Singh,6949/J dated 2-8-2019 attested in favour of Vandana Sharma w/o Arun Kumar,6813/J dated 18-3-2019 attested in favour of Puneet Kour d/o Tejpal Singh and 6745/J dated 28-1-2019 attested in favour of Kanta Mangat w/o Vishal Kattal falling under Khasra No. 658 of village Chowadhi adjoining with Heritage School, Sainik Colony vide order No. DMJ/LO/23-24/151-54 dated 13-4-2023.
It deserves mentioning here that one Bhutto s/o Barkat Ali had purchased a contiguous patch of land measuring 4 Kanals falling under Khasra No. 658 of Chowadhi as evident from the Dasti Khaka attached with his sale deed. Further through Power of Attorney holder Tejpal Singh,he sold different quantum of land to different vendees out of this purchased land.
Accordingly 1 Kanal 1 Marla purchased by Vandana Sharma w/o Arun Kumar, 1 Kanal 11 Marla to Supinder Kour w/o Tejpal Singh, 18.5 Marla to Puneet Kour d/o Tejpal Singh and 4.5 Marla to Kanta Mangat w/o Vishal Kattal. The above mentioned alienation was done on the basis of Dasti Khaka prepared by then revenue staff of Tehsil Bahu. It is quite surprising to note that though Bhutto purchased a compact and contiguous patch of land for which he gave power of attorney to Tejpal Singh when land was sold through attorney holder,the land was found to be not in contiguity and is at different places as evident from Tatima Sharja attached with each of these Sale Deeds clearly indicating gross violation of revenue laws and possible collusion between revenue officials and vendors/property dealers/intermediates etc.
All these transactions would not have been possible without the involvement of concerned revenue officials, so disciplinary action needs to be initiated against such revenue officials if not undertaken already. Preliminary enquiry reports involvement of one Mohd Iqbal Zargar, the then Naib Tehsildar Chowadhi whose signature have been found to be attested both on the Dasti Khaka of Bhutto showing contiguous patch and the Tatima Sharja of these four vendors. In this regard ,Punica, Tehsildar Bahu is appointed as enquiry officer to enquire into the involvement of revenue officials including huge blunder in issuance of Fard-e-Intekhab for different locations when land was originally a contiguous one. Worthwhile to mention here that an order was issued by Deputy Commissioner Jammu Office vide No. DCJ/SQ/Order/2022-23/3288 dated 26-8-2022 that rendered the permission accorded for alienation of land recorded as Gair Mumkin Khad bearing Khasra No. 658 of village Chowadhi of Tehsil Bahu, Jammu issued vide Deputy Commissioner office order No. DCJ/SQ/Permission/2018-19/1075-76 dated 23-5-2018 to the extent of land of Bhutto as null and void and withdrew it.
Whereas ,consequent upon the cancellation of permission for alienation of land by one Bhutto, it became expedient to decide the fate of subsequent entries in revenue record because of such withdrawal of permission to alienate. Further examination of record of land of Bhutto most of which was found to be alienated to different vendees has brought some important facts. Bhutto had purchased a contiguous patch of land measuring 4 Kanals falling under Khasra No, 658 of Village Chowadhi and fraudentualy managed permission for alienation of the same by giving power of Attorney to Tejpal Singh which was allegedly executed at Delhi, moreover same was not a registered document but only a notarized one. The Vendees informed that Commissioner office Jammu that the permission withdrawal order issued by this office along with one SDM South’s demarcation report has been stayed by Hon’ble High Court of J&K and Ladakh in WP( c) No. 2850/2022. This Court without taking into consideration the above said withdrawal permission or the demarcation report, proceeded ahead with the hearing. All these mutations as mentioned above have been set aside subject to the outcome of Hon’ble High Court case in WP( c) No. 2850/2022..
Locals have demanded competent authorities to take action against revenue officials during whose tenure above mentioned four mutations done should also be dealt strictly including Then Tehsildar Mohd Imran Naik,Then Naib Tehsildar Mohd Iqbal Zargar,Then Girdawar Mohd Ashraf,Then PatwariMohd Rashid Malik and Then Patwari Mohd Sayeed.
