Regular illicit trade of backdoor appointments in JMC turns out to biggest scam ever

In continuation to our earlier news articles regarding illegal and unlawful backdoor adjustments through NGO in Jammu Municipal Corporation (JMC) through bribery mode, in JMC this illicit trade of backdoor appointments through NGO by taking bribe is flourishing day by day. This is the biggest illegal Backdoor Appointments Scam Ever in J&K Govt. managed by officers of JMC.From the last six months one Nissar Hussain, AEE (Mechanical) deployed as CTO- Zone 3 of Jammu Municipal Corporation is running biggest illegal backdoor appointment scam in JMC with the corrupt and criminal nexus with NGO’s. He is having full fledge support of Joint Commissioner (Adm.) Smt. Rimpy Ohri for identifying and arranging backdoor appointment candidates to be deployed through NGO by taking bribe of 1-2 lacs depending upon the category of employment. Nissar Hussain charged 01 Lac for unskilled category, 1.5 Lacs for Skilled category and 2 Lacs for highly Skilled category. They are having criminal and

corrupt nexus with NGO’s and are running illegal backdoor appointment business in JMC. Whosoever pay bribe they adjust him/her in JMC through NGO illegal backdoor medium irrespective whether there is any actual requirement is there or not.
Even after the blanket Ban on engagement of Casual/seasonal/Adhoc/consolidated/contractual/need basis/daily rated workers by J&K Govt. vide Order No. 43-F of 2015 dated: 17.03.2015 and Circular No. 30 GAD of 2019 dated : 24.05.2019. JMC administration continues backdoor appointment through these NGO medium and giving favours to their kiths & Kins or those who greased their palms. Commissioner, Sh. Rahul Yadav being the head of such a huge Govt department is duty bound to ensure the compliance of the J&K Govt. standing instructions and must apply his own acumen to scrutinize the proposal of the subordinates before approving them. Since all the expenditure incurred shall be born directly or indirectly by the general public and being an IAS officer and custodian of the public money he should not bluntly approved all the proposals which involves huge financial implications.
From January 2023 they adjusted through backdoor medium around more than 50 NGO workers in Skilled and Unskilled category by taking bribe. Vide Order No. JMC/Estt./11382-88 dated : 04.02.2023 JMC appointed 03 No. of computer operators without any interview or test by applying “Pick n Choose” and “Pay Bribe” scheme. These 03 candidates were arranged by Mr. Nissar Hussain CTO-Zone 3 of JMC by taking Rs. 1.5 lac from each of them and got engagement order done from JC(Adm.), JMC. Whereas the fact is that in Mechanical section already 5-6 Skilled labour was engaged and drawing regular wages from JMC even though new appointments were made just for bribe purpose. The bribe was collected by one of the Nigran who is the tout of Mr. Nisar Hussain, CTO Zone 3, JMC. Same way many other persons were engaged in skilled category as drivers. In JMC almost every week transport section mooted proposals for engagement of more and more drivers just for the sake of bribe. The rate for driver varies from 1-1.5 lacs.
From the day Nissar Hussain has joined JMC he always mooted proposal for appointment of more and more staff in mechanical wing on one or the another pretext. Recently in the meeting of Finance Planning and Executive Committee held on 15.04.2023 & 17.04.2023 Mr. Nissar Hussain has again mooted proposal for engagement of 15 No. of more staff through NGO in mechanical division and befooling Mayor, Corporators and Commissioner JMC by hiding actual number of staff deployment in the mechanical division. He always just make drama and hue and cry for getting approval of his malified and bribery plans. One of the NGO contractor also lodge written complaint against Nissar Hussain and alleged for demanding bribe but no action has been taken by Commissioner or Mayor, JMC.
Earlier also JMC engaged 10 No. of skilled category labour by mentioning particular names vide order No. JMC/Estt./3280-84 dated: 06.07.2022 without any interview or any type of technical test. JMC administration issued these engagement orders with particular name of the person then what type of fair employment chance they are providing to the Jammu youth. They are just using pick & Choose or pay bribe policy. Also previously around 100 No. of drivers were engaged illegally through backdoor by taking bribe of 01-1.5 lacs from each of them. Many of the complaints were received in this regard to JMC administration but they never takes any action because they are fully involved in this crime. Also vide JMC Order No. JMC/Estt./3774-76 dated: 21.07.2022, 02 No. of persons were also illegally appointed in JMC through backdoor medium of NGO in JMC.
Chief Accounts Officer who is deputed by J&K Finance Department in JMC and being the financial advisor already issued instructions vide communication No. MJ/Acctts/6251-72 datyed: 25.02.2023 and vide No. : JMC/Acctts/206-10 dated : 17.04.2023 and request all the authorities to refrain from any type of fresh appointments in JMC because of budgetary constraints and requested for rationalization of existing staff. However, in JMC nobody thinks about right prospective and never bothers about saving public money and desist from incurring waste expenditure which is the direct loss to the state exchequer. The instructions and the advisory issued by CAO, JMC is being kept aside and has been given no worth at all. Only the self made rules and the arbitration is going on in JMC.
Now the question arises that this is the reason J&K Govt. wants to implement property tax on the poor public of J&K so that these type of illegal and unlawful activities shall remain continue and the general public shall bear this expenditure. Hon’ble LG, J&K, Chief Secretary, J&K and Hon’ble Mayor, JMC must ensure that each and every penny of public money shall be utilized properly and in the welfare of the public. They must issue instructions to the officers that the wasteful expenditure shall be avoided. Commissioner, JMC Sh. Rahul Yada being an IAS fraternity officer must check and eradicate the corrupt nexus working in his department to ensure transparency and accountability in the Govt. department which is the slogan and foremost dream of our Hon’ble Prime Minister of India.
