Jammu Municipal Corporation has turned blind eye to unauthorized constructions within Municipal areas. Notwithstanding PM Modi soften talks about New India and has changed several laws and has repealed several laws to keep pace with newly changed environment and to cope up with new challenges emerging in this competitive area. But sadly JMC is reluctant to make changes to more effectively serve people at least within Municipal areas. JMC doesn’t believe in changes as changes for them means to work with transparency and accountability and these two words find no mention in working dictionary of JMC. Notwithstanding creating special wing in JMC and deputing charge of Enforcement Wing of JMC to a Joint Commissioner level officer, deputing good number of Enforcement Officers, unauthorized constructions in Channi Himmat Govt Housing Colony going on unabated as Enforcement staff extending all possible help to violators to raise choice constructions even against approved site plans and against guidelines of Jammu Master Plan 2032 resulting in planned housing colonies and resulting in unnecessary sufferings to law abiding citizens of the area.To put things in perspective one Swarn Saini R/o Lane-5 Preet Nagar Digiana converting his two shops situated at Ward 45,Digiana area near Saini Karyana Store into a commercial complex. JMC commissioner has already been informed but Enforcement Inspector deputed in Ward-45 has done nothing in this regard. It deserves mentioning here that the land in question measuring nearly 700 Sqft is basically custodian property and owner has no ownership rights of land. Sources have informed that Enforcement Inspector deputed in Ward-45 had visited the site and as an eyewash action stopped ongoing unauthorized construction for the time being but meantime the owner was told that this violated construction is already in the notice of Commissioner JMC so the owner was guided to complete ongoing construction swiftly by working overtime. Sources further disclosed that today steel 20 MM has reached construction site and all is set to raise huge commercial construction without JMC permission and after covering almost hundred percent area of 700 Sqft. Worthwhile to mention here that initially the owner raised two big shops at ground floor by properly putting up Iron Shutter and fully supported and encouraged by JMC enforcement staff deputed in the area has started commercial construction on first floor without maintaining setbacks and without JMC permission. Sources further informed that land in question being custodian property, the site plan can’t be approved and also front road width is nearly 16 ft which means that commercial construction can’t be allowed to ensure smooth flow of traffic. Sources also claimed that one Tarun Sharma has brought this violated construction into kind notice of Commissioner JMC, but the Commissioner applying dilly-delaying tactics and so far has not taken any action against owner alleging that a deal has already been struck between owner and Enforcement staff to continue unauthorized construction in Digiana. JMC Commissioner must wake up from artificial meetings and eyewash action against violators and should strictly deal with violators and violated constructions which are badly damaging JMP-2032 and Unified Building Bye-laws 2021.

- JMC yet again makes mockery of notice under section 253 (1) JMC Act 2000 served to owner of residential plot 66/5 ,Ward-50 Channi Himmat wherein serves 48 hours ultimatum to owner to remove violations dated 14-10-2024 but without taking follow-up action against owner approves fresh site plan dated 28-11-2024 when existing violations were not removed by owner after giving written undertaking and further construction of two floors started
