JMC did not serve any COBO notice to owner despite ample proofs of violative construction and several complaints and strong resentment by locals which only proves that JMC higher authorities hand in gloves with violators
Construction work remained stopped till transfer of Enforcement Inspector Varun Kesar on 7 March 2023 but restarted as soon as Enforcement Inspector Jasbir Singh joined duty in wards 50 and 51 and helped owner to complete violated construction of first floor without JMC permission under the cover of solid black sheet and construction still continuing
Owner has been allowed by JMC to install hoarding on ground floor under whose disguise ,the owner undertaking violative construction when the same can’t be allowed in residential area which only proves that JMC rules are for only fools.

The Jammu Municipal Corporation (JMC) has failed to act against the illegal construction being undertaken at Channi Himmat Housing Board colony inspite of the fact that no permissions were granted by the municipal corporation. Several complaints were filed before the Commissioners JMC against the illegal construction, but the Commissioners failed to act on the complaint. The complainants even used RTIs to seek reasons from the JMC as to why they didn’t act ? The JMC often denies information on the plea that information pertains to other sections of JMC but activists are forced to file first appeal. JMC enforcement particularly has done huge damage to spirit of JMP-2032 particularly Enforcement Inspectors are very much responsible for boom in unauthorized constructions in Channi Himmat area and several complaints have been registered against him and also his wrongdoings were published thoroughly in print media but in the name of action against him he has been so far only transferred to one ward to another but he was never questioned by JMC for clarification for accusations made against him with regard to his unfair help to violators and also serious dereliction of duty.
In yet another example of dereliction of duty on part of JMC enforcement staff in Channi Himmat area, one Bihari Lal s/o Late Chandu Ram resident of village Channi Kamala (Channi Himmat) in Ward 52 adjoining with Railway track in Sector-3 on Main road in front of Jugal Sons Showroom having Khasra No.140/2 Min Village Channi Kamala started illegal construction of three shops and passage way along with commercial hall at ground floor without approval of site plan from JMC in the month of Nov 2019. When JMC enforcement staff deputed in the area did nothing, Golden Yug daily English Newspaper published a story dated Nov 19 2019 with heading “ Rules are for fools only in JMC, Enforcement staff finalizes deals with defaulters, then Joint Commissioner (Adam) BOCA Authority visited the site and ordered to stop the work with immediate effect. With his direction , the work however stopped but the hoarding under whose garb construction work was going on was removed but frame remained. It deserves mentioning here that, then Enforcement Inspector Varun Kesar after publishing of another story dated 6-7-2022 visited site and removed sheet of hoardings but did not remove frame of hoarding and construction work remained stopped till transfer of Enforcement Inspector Varun Kesar on March 7th 2023 but restarted as soon as Enforcement Inspector Jasbir Singh joined duty in wards 50 and 51 and helped owner to complete violated construction of first floor without JMC permission under the cover of solid black sheet and construction still continuing.
Despite strong resentment by locals and several complaints before concerned higher authorities in month of April 2023 the owner with the help of Enforcement Inspector Jasbir Singh completed unauthorized construction of first Floor measuring 1600 Sqft without JMC permission on existing unauthorized commercial shops without JMC permission under the nose of JMC authorities following the earlier modus operandi of shielding present construction with solid black sheet to hoodwink general public and also escape action of JMC higher authorities under black sheet and continuing construction that is plaster work and white washing going on simultaneously. JMC deliberately shielding owner’s violative construction as despite aggrieved locals brought the same into concerned JMC officials and even sent violations along with pictures on whatsapp number of Secretary JMC but nothing was done in this regard. Surprisingly despite all this, JMC did not serve any COBO notice to owner. In this case JMC enforcement staff suggested that illegal construction should be hidden by cloth or some opaque object so that common public should be eye washed easily. But the higher authorities despite aware of ground situation did nothing while enforcement staff is making hay on the main road on the way of officials concerned. It is intriguing that some employees in JMC are getting salaries after hard work while others are getting huge booty and salaries that too on the name of JMC’s prestige but higher authorities are still unmoved. While people are raising issues still officials at the helm of affairs are not paying any attention which also raises doubt against them as well. People are up in arms and demand that there should be thorough probe into corrupt practices being carried out by enforcement staff and they should be suspended immediately for their involvement in corrupt practices. People have appealed Lt Governor Manoj Sinha to intervene and save the exchequer for the larger interest of common masses.
