Enforcement Inspectors Jasbir Singh and Ram Khajuria were transferred after allowing two dozen unauthorized constructions in their respective wards when they deserved to be punished suitably instead of mere transferring them from one ward to another
The conditions on transfer of Enforcement Inspectors have never been implemented by Enforcement staff, for example the first condition that the Enforcement Inspectors and I/C Enforcement Inspectors shall conduct extensive checking in the allotted wards and make proper detailed list of ongoing constructions in their respective area of jurisdiction. Had it been so, no one would have dared to undertake unauthorized constructions in Zonal planned colonies and precious time of J&K Special Tribunal and RTI Activists would have been saved.
The condition 2 states that they shall maintain proper registers of each ward and take action against violators as admissible under rules with proper entry on action taken report register. But surprisingly when Enforcement staff is informed by locals about violated construction they often say that they will visit the site and will look into but if they maintain register the violations should be at finger tips for immediate action.
Under condition3, in reality they don’t submit action taken report to concerned I/c EO/AEO for its onward submission to Secretary /Dy Commissioner (North) for action under rules as per relevant provision of law in vogue. As a result of which I/c EO/AEO don’t get action reports confirmed or counter checked by Secretary /Dy Commissioner (North) on weekly basis . In light of above ,the need of the hour is to make necessary reforms in functioning of JMC otherwise the way JMC is functioning presently it will prove disastrous for JMP-2032 and Unified Building Bye-laws 2021 also.

Mayor JMC and Commissioner JMC deserve appreciation for suspending Enforcement Inspectors Indu Bhushan and Kulbir Singh for their failure to report unauthorized constructions in their respective wards. This action by them will definitely serve deterrent for others who have also allowed such unauthorized constructions and definitely will not dare to indulge themselves in such activities. It deserves mentioning here consequent upon suspension of these two Enforcement Inspectors Joint Commissioner (Adam) Rimpi Ohri with the approval of Commissioner JMC vide order No. JMC/Estt/4780-87 dated 27-7-2023 has transferred Enforcement Inspectors from one ward to another. The question remains whether the action will also be taken against owners who have been helped by suspended Enforcement Inspectors. Moreover those who have been transferred should also be held responsible for allowing unauthorized constructions in their wards particularly Enforcement Inspector Jasbir Singh and Enforcement Inspector Ram Khajuria who were earlier transferred after several complaints were registered against them for supporting violators. Mayor JMC and Commissioner must also look into unauthorized constructions in Channi Himmat Housing Board Colony during the tenure of Jasbir Singh including at residential site 71/5 owned by Gagandeep Bedi and Pawandeep Bedi, residential site at ¾ owned by Dr Ashok Saraf, residential site at 18/6 owned by Narinder Gupta, residential site at 648/3 owned by Joginder Pal Gupta, residential site 629/3 owned by Naresh Dubay, residential site 66/6 owned by BB Sharma,residential site 396/5 owned by Loveleen Kour, residential site 397/5 owned by Sarva Nand Khajuria, residential site 214/2 owned by Rajan Gupta, residential site 69/4 owned by Renu Verma wife of Rajesh Verma, Shafali Verma wife of Rakesh Kumar, unauthorized construction by Samriti Aggarwal on private land in Ward-51, Bihari Lal on private land in Ward-51 near Railway track, Kuldeep Choudhary in Ward 51 Talab Market Channi Himmat, residential site 542/3 owned by Radha Krishan (Dayal House) , residential site 195/7 owned by Ashok Kumar Gupta, residential site 244-B ,Sector-4 owned by Sanjeev Rattan.
Worthwhile to mention here that unauthorized constructions at the sites as mentioned above were undertaken during tenure of Jasbir Singh, does it mean that with transfer of Jasbir Singh these violations will not be looked into by concerned higher authorities as merely transferring Enforcement Inspectors won’t serve the purpose unless violations allowed by them are demolished. Pertinent to mention here that in the past also, after several complaints and their wrongdoings published in print media, they were transferred but violations remained intact. But this time it should not remain the same as it will increase unauthorized constructions and will badly damage JMP-2032 and Unified Building Bye-laws 2021.Similarly Ram Khajuria has once again assigned Ward 49, Channi Rama, Ward-50 Channi, Ward-51 Channi, Ward-69 Sainik Colony, Ward-70 Sainik Colony on his transfer but earlier also he was transferred these wards after several complaints were registered against him by locals for supporting violators in these wards.
