Jammu Municipal Corporation (JMC) has badly failed to take decisive action against illegal construction and commercialization of residential areas in Municipal areas. Due to the pressure from people having close political connections the illegal transformation is going on with impunity while the enforcement agencies are turning a blind eye towards the unlawful activities. Despite law passed against such violations, JMC has failed to stop conversion of residential colonies into commercial spaces, which has led to chaos in many areas in the urban centres.
To put things in perspective, JMC Encroachment staff particularly Enforcement Inspector Pranav Jamwal openly allowing unauthorized commercial construction on Government land opposite Police Naka Janipura Police station in Ward-66 below high tension Electric wires which needs need immediate demolition. Despite making several appeals before concerned JMC Enforcement staff deputed in Ward-66, nothing has been done and unauthorized commercial construction without getting site plan approved from JMC going on raising question mark on working of JMC.
It deserves mentioning here that within the Municipal limits of the city, there are several residential buildings illegally converted into commercial centres in violation of the Jammu Master Plan 2032 and J&K Control of Building Operation Act-1988 when law says that for converting any category of land and building into a commercial one, proper permission has to be taken from the competent authority as defined in revenue laws, but in the city most of the people are violating the set rules.The Gandhi Nagar, Trikuta Nagar, Channi Himmat and Shastri Nagar areas are on the top of the list where hundreds of violations of conversion of residential houses into commercial buildings have been detected. Similar cases could be found in other colonies.

- JMC yet again makes mockery of notice under section 253 (1) JMC Act 2000 served to owner of residential plot 66/5 ,Ward-50 Channi Himmat wherein serves 48 hours ultimatum to owner to remove violations dated 14-10-2024 but without taking follow-up action against owner approves fresh site plan dated 28-11-2024 when existing violations were not removed by owner after giving written undertaking and further construction of two floors started

- Existing violated structure on private land falling under Khasra No. 4 Min, Ward-51, Channi Himmat earlier sealed, site plan withdrawn, then restored without removing violations now undergoing complete renovation and conversion from sanctioned mixed use of both residential and commercial to full-fledged commercial halls on three floors measuring 10000 sqft each to run big size shopping mall without JMC permission but with help of enforcement staff deployed in Channi Himmat
