Often when people are turned down for a promotion, they end up feel unappreciated – that the concerned department where they work doesn’t recognize their strengths and value despite Talking in specific terms about the contributions they have made and will continue to make, and what value the person brings. But sometimes when an employee is promoted feels uncomfortable while discharging competent duties due to lack of knowledge and experience and in most cases don’t join new duties after promotion. Similar incidence has been witnessed at Govt Medical College Jammu where MTS/Class iv employees promoted but haven’t join their new postings after promotion and still continuing their previous duties but will get salary on the basis of promoted post. Worthwhile to mention here that Principal Medical College in a recent order No. 120/AHJ of 2024 dated 11-6-2024 has ordered promotion of MTS/Class iv as Radio therapy Assistant/X-Ray Assistant/Junior X-Ray Assistant/Dark Room Assistant/CT Simulator technician in Govt Medical College and its associated hospitals in Jammu. It deserves mentioning here that recommendation of Department Promotion Committee ,meeting was held on 27th of March 2024. As recommended by DPC (Non Gazetted), Govt Medical College and its associated Hospitals , Jammu sanction accorded to promotion of class-IV/MTS in a pay scale Rs 14800-47100 revised, (Pay level SL-1) to the post of Radio therapy Assistant/X-Ray Assistant/Junior X-Ray Assistant/Dark Room Assistant/CT Simulator technician in the pay scale of Rs 25500-81100 revised ( Pay level-4) against the available vacancy..According to promotion order, MTS/Class-IV employees promoted include Sunil Dutt at GMCH, Sushil Kumar against available vacancy at at SMGSH, Ashish Kumar at GMCJ, Garu Ram at GMCJ, Ghar Singh at SMGSH and Mohd Latief against available vacancy at Psy Diseases Hospital Jammu.
The fact of the matter is that though they have joined at their new assignments but still working at their previous assigned duties before promotion. The concerned DDO shall draw the salary from the respective place as per the vacancy as shown above. It seems that such promotions have been made for just salary benefits as without any relief to patients as after promotion they haven’t started work which they have been assigned after promotion and the posts against whom they have been promoted are yet to be occupied by them. Principal Medical College Jammu should immediately ask to promoted employees to join their new assignment henceforth in the larger interest of patients.
