It is very strange to note that without any official order, how Dr Sushil Kumar Sharma HoD Cardiology allowed him to perform his duties and then relieving him on 31-10-2019 without any order of competent authority of joining duty in the department of Cardiology and also getting relived from the department of Cardiology that too without any official order
It is shocking to note Mukesh Sharma’s signature is there when a patient namely Umar Din age 75 years approached Department of Neurology for seeking date for further treatment dated 30-8-2024 when he was not competent to put his signature to respond to date for further treatment wherein there was no signature of Neurology Consultant who was authorized to decide date of further treatment

One Mukesh Kumar Sharma s/o Vijay Kumar Sharma r/o village Ramloo, Rasolian, Ramgarh Samba was appointed as dark room attendant vide Selection Committee Members order issued by Principal GMC Jammu No. AHJ/C-IV/2014/2622-30 dated 22-10-2014 in the pay scale 4440-7440 plus grand pay Rs 1300 and his name stands at serial No.29 in selection list. Mukesh joined on 5-1-2015 as class ivth employee in the office of Principal GMC Jammu. In pursuance of above mentioned order , all class ivth employees appointed were deployed in various institutes of Govt Medical College and its associated Govt hospitals against available vacancy as indicated against each. Mukesh was deployed in Super Specialty Hospital Jammu against the post of Senior Nursing orderly for drawal of salary in a order issued by Principal Govt Medical College Jammu vide No. 273/AHJ/2015 dated 19-1-2015 and submitted his joining report on the same day before then Medical Superintendent Super Specialty Hospital Jammu Dr Romesh Gupta as senior Nursing orderly. Medical Superintendent Super Specialty Hospital Jammu asked Mukesh to report to Matron SSH Jammu for further duties.
But surprisingly Mukesh instead of reporting to Matron Super Speciality hospital Jammu to perform given duties as per Superintendent order , he without any official order started performing his duties in the department of Cardiology, SSH Jammu from 19-1-2015 to 31-10-2019. However as per the report of Matron, Super Specialty Hospital Jammu, Mukesh Kumar Sharma worked in Cath Laboratory from 19-1-2015 to 28-10-2019 and then he was adjusted in Neurology Department from 19-11-2019 to till date . It deserves mentioning here that whenever any internal adjustment is made, there has to be official order by Medical Superintendent as has been witnessed in adjustments made internally from one department to other but in case of Mukesh Sharma there was no official order whereby he was adjusted in different departments other than the one by Medical Superintendent SSH Jammu where he didn’t perform his duty for even a single day.
Anyhow Mukesh while offering his services in Cardiology Department wrote a letter to HoD Cardiology intending to pursue Course of Cath Laboratory Technician through distance mode SSH Jammu and the same letter was forwarded by HoD TO Medical Suprintendent SSH Jammu vide No. Card/2019/56 dated 8-2-2019 which in turn was forwarded to Principal GMC Jammu vide No. SSH/Misc/PF/2019/5729 dated 9-2-2019 for no objection. Then Principal Dr Sunanda Raina in this regard issued a order No. 76-AHJ of 2019 dated 23-2-2019 allowing Mukesh to pursue Course with conditions that he will pursue course at his own risk and responsibility and that GMC Jammu has nothing to do with affiliation and recognition of the course and the same will be verified as and when required and that he would be granted leave during examinations time. Further Mukesh shall not claim any promotion on the basis of completion of course and shall have no preferential right over and above his seniors. Anyhow Mukesh Sharma completed Course under Serial No. 0253 under Enrollment No. DE/19/W/47589/579 through distance mode but as per sources Mukesh during two years course didn’t seek leave for appearing in examination then how come he appeared in examinations without any record of him seeking any leave on account of appearing in examinations. Mukesh is working as class IVth employee and who has authorized him to work as incharge of NCV/EMG Section of Neurology department when the same has to be decided by Neurology Consultant which part of body to be investigated for further treatment.
It deserves mentioning here that Principal Dr Ashtosh Gupta’s order vide No. GMC/24/Order/2904 dated 23-4-2024 has been violated wherein for rationalization of Nursing staff in Associated hospitals , Jammu all the Nursing staff and MTS/Class IVth staff shall make their attendance with office of respective Medical Superintendents with immediate effect but all the employees working in Neurology department are still markin g their attendance in Neurology department.
In the light of above it is matter of high level investigation to probe how Mukesh managed to get Diploma in Cath Labortory without taking any leave for appearing in examination and till enquiry report is made public his name from the list of seniority list issued by then Administrator Associated Hospital Jammu Ashwani Kumar Khajuria vide his order No. 53/AHJ/2022 dated 21-5-2022 wherein Mukesh name is at serial No. 595 should be removed henceforth to ensure merit and transparency to offer such services in Govt Medical College and its associated hospitals.
