Nepotism and favoritism at its best in PHE Division Akhnoor in case of Kamini Kumar at present working Head Assistant at PHE Division Nowshera has wrongly drawn his salary/leave salary from 2011 to 2024 and has served in PHE Division Akhnoor w.e.f. 1988 to 2024 as daily wager, class ivth, Junior Assistant, Senior Assistant and not served anywhere except his present place of posting in Nowshera PHE Division despite his transfers with promotions

After class ivth ,Kamini was promoted as Junior Assistant along with his transfer from PHE Division Akhnoor but was not relieved and manage continuation of his duty in same Akhnoor Division from from 1988 to 1993. Again in the year 2011, Kamini was promoted as Senior Assistant with his transfer to PHE Division Reasi and relieved from Akhnoor Division but he didn’t join his new posting and managed his transfer back in the year 2013 and also drawn his full salary absent period from 2011 to 2013 from PHE Division Akhnoor.

The water is an essential commodity for all the living creatures. The intended purpose of Jal Shakti (PHE) Department Jammu, is to ensure drinking water facility to all the habitations, Rural as well as Urban. But it is sorry to note that there are several employees especially lower rank employees who have close connivance with higher-ups and have managed stay of years together at one place despite being promoted and transferred to new division but somehow managed to reverse transfer or didn’t join new postings but surprisingly managed to draw their salaries from their division from where they were transferred.
One such case has come to fore wherein at present one Kamini Kumar working a as Head Assistant at PHE Division Nowshera has wrongly drawn his salary/leave salary from 2011 to 2024. The matter is already in public domain through a letter by All J&K Mazdoor Federation Jammu (JKUT) Faiz Akbar Chauhan to the Chief Engineer, Jal Shakti, PHE Department seeking action against Kamini Kumar claiming that Head Assistant Kamini Kumar of Nowshera PHE Division has drawn salary for which he was not entitled for the periods he remained absent from duty.
According to Faiz Akbar Chauhan, Kamini Kumar has served in PHE Division Akhnoor w.e.f. 1988 to 2024 as daily wager, class ivth, Junior Assistant, Senior Assistant and not served anywhere except his present place of posting. It is highly surprising to note that under what circumstances, concerned DDOs have drawn full salary and paid to Kamini Kumar for the periods he remained absent from his govt duty. Faiz Akbar Chauhan has strongly appealed to Chief Engineer, Jal Shakti, PHE Department to recover back wrong salary drawn for absent periods by Kamini Kumar, Head Assistant, and PHE Division Nowshera as he is going to attain superannuation age soon.
