Dr Jyotsana undergoing construction of multi-story commercial nursing home along with basement falling under Khasra No.69 (New) earlier it was under Khasra No. 690, village Channi Himmat , Ward-52, Satyam Road Extension Trikuta Nagar having total land area 1515.05 Sqm(2.65 Kanal) had prior eye on two existing single story shops measuring nearly 1000 Sqft showing falling under Khasra No. 24 Min, Khata No. 57 and Khewat No.3 adjoining with her ongoing construction of nursing home which was absolutely wrong as the area doesn’t fall under above mentioned Khasra number just adjoining with her ongoing construction of her commercial Nursing home bought these shops as a part of expansion of space for nursing home. Surprisingly earlier owner as well as Dr Jyotsana bought it showing land only but didn’t mention construction of existing shops.
To fulfill his unfair desires without getting JMC permission started construction of basement and slowly dismantling existing shops covering hundred percent area and even covering road area with the help of enforcement staff. When contacted concerned Enforcement Inspector Shiv Kumar Ward-52 regarding construction of basement followed by two other ground and first floor after slowly dismantling existing two shops, he claimed that shops were sinking and as a result of which jack has been used to lift construction but in reality the sinking took place when the owners made excessive digging for construction of basement on RCC pillars without JMC permission. The owner did it purposefully as had the owner applied for approval of site plan , he would have got only 70% construction and was duty bound to leave 30% for parking and moreover he couldn’t have got permission to construct basement which was constructed by owner by covering hundred percent area under construction as per JMP-2032 and Unified Building Bye-laws 2021. Now it is a well evident basement and at present slap stand laid and shuttering is well placed at site but surprisingly the owner if it is the case didn’t get it approved from JMC being unsafe building. On visiting the site the construction of fresh basement on RCC Pillars is quite evident as all the way new bricks are in use. The callousness of JMC enforcement staff is evident from the fact despite bringing construction of basement and first floor and construction of 2nd floor on RCC Pillar on 2nd floor on these existing shops into kind notice of Enforcement Inspector Shiv Kumar deputed in area on 24-4-2024 on his Mobile number, he narrated a self-created story as mentioned above but didn’t take any action. As a result of which, the owner continued construction and when slab work being done on first floor using slab laying machine, the photographs of same along with relevant details were sent on whatsapp numbers of Commissioner JMC, Enforcement Officer Anil Kashyap and enforcement Inspector Shiv Kumar on 2-5-2024 seeking immediate action and to stop slab work on first floor on existing basement and ground floor but nothing was done and slab work completed with the help of enforcement staff. Worthwhile to mention here that Dr Jyotsana Sharma wife of Dr Ashok Kumar Sharma, Divya Vasudeva son of Dr Ashok Kumar Sharma and Kushagar Vasdev son of Dr Ashok Kumar Sharma already running a hospital under name and Style SDDM Hospital on a piece of land actually allotted for Nursing home in Sector-2, Channi Himmat Housing Board colony and also not using sanctioned basement for commercial purposes and infect running laboratory and the patients and their attendants park their vehicle on road. Now as a part of further expansion of hospital, Dr Jyotsana wife of Dr Ashok Kumar Sharma has started construction of multi-story commercial nursing home along with basement falling under Khasra No.69 (New) earlier it was under Khasra No. 690, village Channi Himmat , Ward-52, Satyam Road Extension Trikuta Nagar having total land area 1515.05 Sqm(2.65 Kanal) and accordingly paid Rs 1788750 as land use change fee before JDA. Any way Dr Jyotsana got approved site plan stage-1st approved from JMC vide No. 787/JMC/BS/2023-24 dated 21-7-2023. Dr Jyotsana despite having serious nature violations in stage-1st violations somehow managed to get stage-2nd approved site plan from JMC vide No. 1493/JMC/BS/2023-24 dated 22-11-2023 allowing Ground floor plus four floor(G-Floor+4 floors) and with the help of enforcement staff/building section deputed in area , this violated construction going on at a swift pace despite knowing the fact that approach road to this commercial nursing home is actually Irrigation deptt road and not a thorough PWD road and now the ongoing construction has reached 4th floor but JMC still hasn’t taken any action against owner. According to approved site plan, the owner was allowed basement commercial measuring 655.8 Sqm, ground floor plus three floors commercial each measuring 454.4 Sqm and new floor 4th commercial measuring 366.27 sqm and height of building 18 mtr. The setbacks to be observed were front 7.22 mtr, rear,side-1 and side-II each measuring 6 mtr. Pertinent to mention here that NOCs from all the concerned departments were not taken which are mandatory to be taken in case of Nursing Home and even then site plans were approved which is a matter of investigation how Dr Jyotsana managed each and everything by unfair means against guidelines of JMP-2032 and unified Building Bye-laws 2021 causing serious loss to govt exchequer as had the site plan approved from JMC a decent amount in lacs would have been deposited in govt exchequer. In light of the above , Commissioner JMC should spare some time for his office to visit such sites and mustn’t put everything on enforcement staff who are already towards the side of violators. How long print media will remind enforcement staff to perform its duty and when will they perform their duty honestly and as per Unified Building Bye-laws 2021 and JMP-2032. Unfortunately as a result of which there is absolute boom in unauthorized constructions of which Commissioner JMC has failed to take serious cognizance of resulting in serious loss of sincerity and credibility on part of JMC besides serious loss to govt exchequer.
