Owner recently completed slab work on 2nd floor raised on RCC Pillars under the wrap of opaque sheet to hide unauthorized construction which is still laid on 2nd floor and at present walls are being raised at the site besides extending gallery towards public park side. Sadly enforcement staff deputed in Ward-55 didn’t take any action against owner and also didn’t report violations before JMC competent authorities in this regard

The range of illegal constructions within jurisdiction of Jammu Municipal Corporation is huge . As commercial properties rate has surged many fold, powerful and highly influential persons in active connivance with JMC officials get hungry for more construction and a considerable part of them are illegal which in turn attract illegality on different counts and raising unauthorized commercial constructions against JMP-2032 and Unified Building Bye-laws 2021. The befitting example of one such commercial constructions is ongoing construction of two floors on exiting shop measuring nearly 500 Sqft opposite Royal Enfield Showroom without getting site plan approved from JMC on main road national highway of Sainik Colony in Ward-55. It deserves mentioning here that earlier this single floor shop was owned by property dealer Bittu proprietor Sain Property Dealer and now this shop has been sold out by property dealer Bittu. The new owner has raised two unauthorized floors without permission of JMC but with help of enforcement staff deputed in Ward-55. Now recently slab work on 2nd floor was completed raised on RCC Pillars under the wrap of opaque sheet which is still laid on at the site and at present walls are being raised at the site. Unauthorized constructions which are flourishing by leaps and bounds have allegedly turned into a money minting shop for enforcement section of JMC resulting into haphazard growth of buildings in utter violation of Jammu Master Plan besides inflicting potential revenue loss in the shape of building permission fees.This situation has assumed such an alarming proportion that despite tall claims of JMC authorities to curb long prevailing corrupt practices in the organization by implementing various transparency measures, allegations have come flying thick and fast against enforcement inspectors for collecting money on the name of their superiors for dropping BOCA action under JMC Act 2000 against illegal constructions. There are brisk unauthorized commercial construction activities underway in Housing Board Zonal planned colonies including Gandhi Nagar, Shastri Nagar and Channi Himmat but unfortunately Enforcement Inspectors regularly visited areas in their allotted zones but miserably failed to check unauthorized construction for reasons best known to them. Without failure, the enforcement inspectors keep visiting their assigned areas and its strange to see a willful violators manage to complete construction of building without permission right under the nose of Khilafwarzi Inspectors. Commissioner JMC should take serious cognizance of these unauthorized commercial constructions and should punish enforcement staff who fails to perform their duties honestly and sincerely and also acting against guidelines of JMP-2032 and Unified Building Bye-laws 2021.
