Sotra Enterprises provided four skilled persons namely Sahil Lalotra S/o Shiv Lal without his address and contact number, Sunil Singh S/o Ram Chand R/o House No.106/A,Indra Colony, Janipur, District Jammu, Ajit Kumar S/o Govind Ram Sharma R/o Excelsior Lane, Janipur Jammu without his contact number and Anu Bhutiyal D/o Jeevan Singh Bhutiyal R/o Udhampur @ Rs 350 per day under SRO 460 dated 26-10-2017 of Labour and Employment Department implemented by JMC Vide Order No. MJ/Estt/4699-4751 dated 27-10-2018 and vide Govt order No.121-F of 2022 dated 23-4-2022 of Finance Department, Civil Secretariat
It is matter of serious concern and matter of serious investigation that why 1921 non gazetted posts in JMC vide govt order No. 64-JK(HUD) of 2022 dated 12-5-2022 were not advertised through proper channel or by established recruitment rules prevalent in other departments throughout J&KUT. LG Administration must intervene into this serious matter and all the vacant posts in JMC and all those posts filled backdoor should be taken care of so that justice is done with meritorious candidates

Despite J&K UT being ranked number one in unemployment, allegations have surfaced time and again that the Jammu Municipal Corporation (JMC) is favoring certain candidates in its employment processes in the garb of registered NGOs giving preference to “blue-eyed” candidates, potentially violating existing rules and norms.The alleged favoritism has potentially limited employment opportunities for deserving candidates, undermining the trust in the JMC’s hiring processes through registered NGOs by fulfilling thousands of posts through backdoor channels. There is a growing demand for an investigation into these allegations to ensure that the JMC’s employment processes are fair, transparent, and based on merit. It is essential to determine whether the JMC’s hiring practices are in line with existing rules and norms.
To put the things in right perspective, recently continuing that old practice, Joint Commissioner (Adam) JMC Krishan Lal wrote a letter to NGO M/S Sotra Enterprises r/o House No. 345, Dogra Hall, Jammu vide No. JMC/Estt/543-46 dated 22-4-2025 with subject providing of manpower to provide four skilled persons for their utilization in Building Section of JMC(Senior Town Planner Office) on terms and conditions already in vogue vide order No.JMC/Estt/5117-21 dated 29-8-2022 issued by then Commissioner JMC,Rahul Yadav for empanelment of NGOs/Agency/Firm with Jammu Municipal Corporation for deployment of sanitation workers/Labour under different categories for sanitation work and their services of JMC related to office and field work against e-NIT floated vide No. 02JCA of 2022-23 for one year and since then continuously getting extensions without satisfactory performance year after year as on date. However no particular qualification mentioned for skilled workers to fulfill criteria and experience in working in town planner section which is surprising as under skilled category qualification differ besides there was no preference which is often given like experience and higher qualification so that purpose for which they are engaged can be fulfilled but in the present case no such procedure and criteria fulfilled.`
In response to letter, NGO Sotra Enterprises provided four skilled persons namely Sahil Lalotra s/o Shiv Lal without his address and contact number, Sunil Singh s/o Ram Chand R/O House No.106/A,Indra Colony, Janipur, District Jammu, Ajit Kumar S/O Govind Ram Sharma R/O Excelsior Lane, Janipur Jammu without his contact number and Anu Bhutiyal D/O Jeevan Singh Bhutiyal r/o Udhampur @ Rs 350 per day under SRO 460 dated 26-10-2017 of Labour and Employment Department implemented by JMC Vide Order No. MJ/Estt/4699-4751 dated 27-10-2018 and vide Govt order No.121-F of 2022 dated 23-4-2022 of Finance Department, Civil Secretariat. Strangely on same day 22-4-2025 the letter of NGO with name of candidates and address was received by Joint Commissioner (Adam) vide receipt No.692 and accordingly engaged in town planner section.
It deserves mentioning here that at the first place, Joint Commissioner (Adam) JMC Krishan Lal was absolutely wrong in writing letter to M/S Sotra Enterprises r/o House No. 345, Dogra Hall, Jammu vide No. JMC/Estt/543-46 dated 22-4-2025 with subject providing of manpower to provide four skilled persons as per Govt order No.384-GAD of 2015 dated 17-3-2015 all the Administrative Secretaries and Managing Directors of all state owned Public Sector Undertakings (PSUs) were categorically ordered not to engage even a single casual/seasonal/need based worker under any circumstances without the prior specific approval of Chief Secretary and the same order is still in vogue as on date.
Worthwhile to mention here that M/S Sotra Enterprises r/o House No. 345, Dogra Hall, Jammu has already provided 36 helpers electric vide order No. JMC/Estt/5853-62 dated 17-9-2022 and all of them still continuing under skilled category workers and entitled to Rs 350 per day. It is pertinent to mention here that J&K from erstwhile state become UT, several laws changed, but JMC still sticking to recruitment rules of 25 June 1970 vide SRO 292 which is gross justice with qualified, well educated Jammu Youths who have been deprived to serve JMC due to still prevalence of recruitment rules of 1970.
It is matter of serious concern and matter of serious investigation that why newly created 1921 non gazetted posts in JMC vide govt order No. 64-JK(HUD) of 2022 dated 12-5-2022 were not advertised through proper channel or by established recruitment rules prevalent in other departments throughout J&KUT when direct recruitment vacancies were to be filled through a recruiting agency to be notified by Govt in Housing and Urban Development Department separately but the same hasn’t been done as on date and posts in JMC continue to be filled through backdoor appointments in the garb of making such appointments for a period of one year but those engaged still continuing due to no follow-up by Housing and Urban Development Department. LG Administration/UT Govt must intervene into this serious matter and all the vacant posts in JMC and all those posts filled backdoor should be taken care of so that justice is done with meritorious candidates and also JMC employees which deserve promotion were sidelined and ignored by JMC corrupt system.

- Nepotism and favoritism at its best in PHE Division Akhnoor in case of Kamini Kumar at present working Head Assistant at PHE Division Nowshera has wrongly drawn his salary/leave salary from 2011 to 2024 and has served in PHE Division Akhnoor w.e.f. 1988 to 2024 as daily wager, class ivth, Junior Assistant, Senior Assistant and not served anywhere except his present place of posting in Nowshera PHE Division despite his transfers with promotions
- JMC continues to act as mute spectator, violators raising choice construction with help of enforcement staff against JMP-2032, UBBL-2021, JMC Act 2000
- JMC fails to implement verdict of High Court Jammu dated 9-10-2024 in case of residential house 584/4, Ward-50 Channi Himmat by allowing owner to continue running big shop under name & Style Durga Dutt Mart after converting drawing room making land use change from residential to commercial when JMC was at liberty to proceed against owner in case he doesn’t restore back drawing room by closing shop on residential ground floor and use premises purely for residential purpose only and de-seals shop when owner doesn’t fulfills conditions of de-sealing order
