Surprisingly JMC in this regard did not release any press note that Jeweller showroom has been sealed which prima-facie proves that the way the owner was initially allowed to convert portion of residential house into commercial one and allowed to run showroom, there is every likelihood that this showroom which has been sealed for the time being will be de-sealed as the JMC wants to save violated construction
Despite bringing violations at initial stage into kind notice of Enforcement staff , they rather than reporting violations to their higher authorities have managed violations at their own by embracing violators at the cost of serious damage to JMP-2032 and huge loss to Govt exchequer besides resulting in unplanned development in area

During tenure of Enforcement Inspector Rattan Lal deputed in Ward-20,21 & 22 in Gandhi Nagar area allowed a number of unauthorized commercial constructions on residential plots making land use change by supporting owners and by not reporting violative constructions before JMC higher authorities in Zonal planned Gandhi Nagar and Shastri Nagar colonies. There is every liklihood that many skeletons are likely to be rolled out from cupboard after his transfer 11-4-2023 in Ward-53, Trikuta Nagar. To put things straight one Rahul Mittal s/o Jatinder Mittal purchased a residential house raised on residential plot 3A/B Gandhi Nagar Jammu opposite Acquaf Market measuring 60×90 (5400 Sqft) on main road side. After taking possession of residential house, the owner renovated and converted portion of residential house nearly 2000 Sqft into commercial without JMC permission and put on big iron shutters and started jeweler showroom under name and Style Kisna Diamond and Gold Jewellery. The proprietor of Showroom are Khushaal Shah and Amarnath near Talla Jeweller Showroom without any parking facilities. It deserves mentioning here that when was converting portion of residential house in to commercial that is construction Showroom, Enforcement Inspector Rattan Lal did not take any action against owner despite several complaints were made by locals and neighbors as a result of which Showroom started functioning. Now under huge public pressure, JMC sealed this showroom on 16-5-2023 under section 8(1) of BOCA Act 1988 for converting residential building into commercial purpose without JMC permission. The notice further claims that earlier BOCA notice under section 7(1) was served to owner for violating land use of building from residential to commercial which is contravention of Zoning regulation of the area. The notice further reads that said illegal construction seriously affects the planned development of Jammu city. Sources have informed that Enforcement Inspector Pranav Jamwal after taking charge of ward 20,21 and 22 submitted report of violation and the basis of which the building was sealed. Surprisingly JMC in this regard did not release any press note that Jeweller showroom has been sealed which prima-facie proves that the way the owner was initially allowed to convert portion of residential house into commercial one and allowed to run showroom , there is every likelihood that this showroom which has been sealed for the time being will be de-sealed as the JMC didn’t want to expose land use change construction as the enforcement staff is already hell-bent to destroy JMP-2032 and Unified Building Bye-laws 2021 by allowing commercial construction in residential area. In view of all this,LG Administration must intervene into this serious nature matter as any further delay in identifying and punishing those who are openly and brazenly damaging spirit of Jammu Master Plan 2032. One thing is sure that J&K Govt is totally non-serious in implementing JMP-2032 in letter and spirit live example of which is quite visible in Gandhi Nagar, Shastri Nagar and Channi Himmat Govt Housing Colonies where hundreds of unauthorized structures have been raised with the support and encouragement of JMC enforcement staff which has always been hand in glove with violators resulting in huge commercial constructions on residential plots much to the despair and agony of locals now strongly regretting buying a residential plot in the area. instances of open violations of approved site plans have been brought from time to time in Several kind notice of JMC authorities and that too from initial stage of violations but JMC enforcement staff rather than reporting violations to their higher authorities have managed violations at their own by embracing violators at the cost of serious damage to JMP-2032 and huge loss to Govt exchequer besides resulting in unplanned development in area .

- JMC fails to implement verdict of High Court Jammu dated 9-10-2024 in case of residential house 584/4, Ward-50 Channi Himmat by allowing owner to continue running big shop under name & Style Durga Dutt Mart after converting drawing room making land use change from residential to commercial when JMC was at liberty to proceed against owner in case he doesn’t restore back drawing room by closing shop on residential ground floor and use premises purely for residential purpose only and de-seals shop when owner doesn’t fulfills conditions of de-sealing order
