One Draftsman Waqar Ahmed who is presently posted as Assistant Engineer in PWD(R&B) Division, Kalakote Distt. Rajouri by illegal way from Draftsman to Assistant Engineer by Govt. The Draftsman Waqar Ahmed initially joined his service on two year draftsmanship course basis vide Govt order No. 165 of 27.03.2008. The Draftsman on his cadre seniority basis is promoted by the Govt. as Senior Draftsman/Head Draftsman/Head Computer . Waqar Ahmed Draftsman changed his Draftsman Cadre into Engineering Cadre and placed I/C Junior Engineer vide Govt Order No. 392-PW(R&B) of 2014 dated 01.09.2014 on the basis of two year technician course obtained from Institution of Civil Engineers Corporate office Ludhiana, Punjab. The Govt placed him I/C Junior Engineer Diploma Holder overruling exercise of powers of SRO-180 of 26th May 1997, Engineering Subordinate Service Recruitment Rules, 1997 wherein method of recruitment from Draftsman (Civil) Promotion through Departmental promotion committee as Junior Engineer Diploma holder needed 3 years Diploma course from recognized institute and for JE degree holder needed 4 years Degree from a recognized institution or AMIE from institution of Engineers India. The Draftsman promoted as Junior Engineer diploma holder totally against subordinate Engineering recruitment rules of SRO 180. The Draftsman didn’t stop up to JE Diploma Holder, The govt further promoted him as Assistant Engineer (Civil) in the list of Degree Holder vide Govt. Order No. 415 of 2022 dated 25. 11.2022 at Serial No. 26 (Degree Holder). The name of the Draftsman exists in the seniority list of Diploma Holder Junior Engineer Civil issued vide G.O. No. 109-PW of 2022 dated 29.03.2022 where his name is at Serial No. 963 (ST). Till date Diploma holder Junior Engineers Civil as per seniority list of 1994 batch are not promoted but Waqar Ahmed is of 2014 batch exist in the list. Before Inducting into Seniority List of Diploma holders Junior Engineer Draftsman Waqar Ahmed has to get regularization of in-charge Junior Engineer in the seniority list of Draftsman/Work supervision/Shift attendant etc issued by govt. vide Order No. PWD-HRM/211/2022-05 dated 23.06.2023 and 294 of PW of 2024 dated 09.10.2024 but none anywhere his name is found in the record. The Govt considered him into seniority list of Diploma holders Junior Engineer overruling his regularization.
Recently Govt. issued seniority list of Junior Engineers Degree holders (Civil) by Commissioner Secretary R&B vide G.O. No. 47-PW of 2025 dated 12.02.2025 where no name of Waqar Ahmed found at any serial number. The promotion made as Assistant Engineer (Civil) Degree holders is totally fraud and against existing rules. Without treating Waqar Ahmad Diploma Holder JE as Degree Holder how the promotion can be made as Assistant Engineer degree holder.
Before treatment as Degree holder, the degree verified by the Govt. from which Institute he has passed and then Govt./Chief Engineer concerned get published notice in three leading Newspapers of state for objection if any for acceptance of Degree.
None anywhere record is found / traceable for his any information/ acceptance of Degree neither his treatment as degree holder in any of the offices concerned.
This was further investigated by filing a RTI application dated 11-12-2024 to which Special Secretary PW(R&B) Civil Secretariat Jammu while disposing off First Appeal vide No. PWD-NGAZ/2/2025-10(CC:7614850) denied the asked information on the basis being asked information in form of questionnaire and also how asking information of single individual can be in larger interests of general public which definitely smokes something fishy and a deliberate attempt to hide wrong doings by the department wherein out of way Waqar Ahmad was given out of way promotion without having requisite qualification for the promotion and that too on pick and choose basis.
In the light of above, Commissioner Secretary should constitute high level committee to enquire how Waqar Ahmad was given out of way promotion against all established rules and regulations on pick and choose basis despite having no requisite qualification to do justice with those who were in line to get promotions with requisite qualification failing which this will set wrong precedent and further demoralize real merit and also frustrate those are deserving to receive such promotions.
